Doors to Pomurje – Regional Promotion Centre
Purpose and Content
The purpose of this project is to establish the “Doors to Pomurje – Regional Promotion Centre” in the non-revitalized area of the City Municipality of Murska Sobota (hereinafter referred to as: CMMS) and take advantage of the potential of the degraded area by introducing activities to that area that are important for the economic and touristic promotion of CMMS and the entire Pomurje region.
In the framework of the project, we have built a pavilion that retains the external appearance of the Slovenian pavilion at the Expo Milano 2015 global exhibition. The project includes the following activities: purchase of land, archaeological research, construction of the pavilion and basements, construction of auxiliary buildings, landscaping, communal arrangement and construction of the road infrastructure, installation and purchase of interior equipment, establishment of production as well as promotion and marketing activities.
The Expano pavilion has been designed to showcase the Pomurje region by presenting the region itself, the regional tourism opportunities, and key attractions. The Regional Promotion Centre establishes the central economic and tourism opportunities in the region. It also establishes the promotion of all key attractions and landmarks, including the key pillars of Pomurje tourism, through exhibitions, cuisine, and regional products. In addition to a shop, restaurant, and spaces for business meetings, the pavilion also boasts an information point.
Project Timeline
- The need for the redevelopment of the degraded area at the Sobota Lake has already been expressed during the preparation of the Sustainable Urban Development of the City Municipality of Murska Sobota program in 2016 and 2017. The project “Doors to Pomurje – the Regional Promotion Centre” has been recognized as the priority project of CMMS and therefore included in the Integrated Sustainable Urban Development of the City Municipality of Murska Sobota program.
- In March 2016, the City Municipality of Murska Sobota applied to the Call for the Operator of the Pavilion at EXPO Milano 2015. The application review commission decided that CMMS was the most suitable operator of the Slovenian pavilion's moving parts and other equipment and that the location by the Sobota Lake is the most suitable for the pavilion's permanent placement. In October 2016, the Public Agency for Entrepreneurship, Internationalization, Foreign Investments and Technology concluded the Agreement on the Transfer of Operation with the City Municipality of Murska Sobota.
- In November 2017, the Contract on Co-financing the Promotion of the Region in the 2016–2019 Period Project – Doors to Pomurje, no. C2130-17Z960601, was concluded with the Ministry of Economic Development and Technology, which co-finances the project on the basis of the law regulating the development support to the Pomurje region.
- In June 2017, CMMS applied to the first Call to Submit Applications for Co-financing the Operations of the Investment Priority 6.3, Specific Goal 1: Efficient Use of Spaces in Urban Areas, issued by the Association of Urban Municipalities of Slovenia (hereinafter referred to as: AUMS), with their project “Doors to Pomurje – the Regional Promotion Centre” in order to receive a grant through the Integrated Territorial Investment (hereinafter referred to as: ITI) mechanism.
- On the basis of the list of selected operations at the AUMS Assembly, published in August 2018, and the notice regarding the appropriateness of the procedure for selecting the operations of AUMS by the Ministry of the Environment and Spatial Planning (hereinafter referred to as: MESP), CMMS submitted the application for the 2nd phase of the procedure for the direct approval of operations to MESP in January 2018. On the basis of the application harmonized with the MESP, the Government Office for Development and European Cohesion Policy issued the Decision regarding the Support no. 6-3/5/MOP/0 for the “Doors to Pomurje – Regional Promotion Centre” operation in May 2018 and thus officially confirmed the application and approved the co-financing of the project.
- At the end of July 2018, MESP issued the Decision regarding the Co-financing of the “Doors to Pomurje – Regional Promotion Centre” Operation, in which it defined the co-financing amount for this project.
- In the middle of October 2018, a Contract on the Co-financing for the Operational Programme for the Implementation of the European Cohesion Policy in the 2014-2020 Period “Doors to Pomurje – Regional Promotion Centre”, no. 2550-18-432003, was concluded with the MESP.
Objectives and Outcomes
The main objective of the project is to revitalize the non-revitalized area of CMMS. The project is being implemented within the framework of the Operational Programme for the Implementation of the European Cohesion Policy in the 2014-2020 Period (hereinafter referred to as: OP ECP 2014-2020), thematic objective 6 “Preserving and protecting the environment and promoting resource efficiency” and investment priority 6.3 “Measures to improve the urban environment, urban regeneration, redevelopment and decontamination of degraded land (including areas undergoing transformation), reduction of air pollution, and promotion of noise reduction measures”. With this project, we are also pursuing objectives set in the Sustainable Urban Development of the City Municipality of Murska Sobota program and the Integrated Sustainable Urban Development of the City Municipality of Murska Sobota program. The project also falls under investments into the promotion of the region and contributes to the implementation indicators of the Program for Promoting Competitiveness of the Pomurje Region.
Project Implementation Period
The project shall be implemented in the 2016–2018 period. Initially, all the necessary investment and project documentation was prepared and all construction permits were obtained. The initial works were carried out in August 2017, and the conclusion of all project activities is forecast for the end of 2018.
Value and Financing
The value of the project is estimated at EUR 4,391,683.51. The investment is co-financed by the Republic of Slovenia and the European Union through its European Regional Development Fund. The investment is co-financed by the Republic of Slovenia, the Ministry of Economic Development and Technology in accordance with the Development Support for the Pomurje Region 2010–2019 Act (Official Gazette of the Republic of Slovenia, nos. 87/09, 82/15 and 27/17), the act amending the Programme for Stimulating Competitiveness of the Pomurje Region in the Period 2010–2017.
